Open block-explorer links via window.open (reliable in standalone PWA)

Reorder the already-claimed actions (Create a wallet anyway above the explorer
link) and force explorer links to open in a new window/tab via window.open —
inside an installed PWA, <a target=_blank> can navigate the app away instead.
