Test harnesses mine on the consolidated bc regtest node
The standalone ark-regtest bitcoind is retired: captaind, ark-electrs,
and the sp indexer all run against the coinos dev node (bc container,
RPC published at 127.0.0.1:18453, minrelaytxfee=0 for exit chains).
